Regulators — seeing with operators' eyes.
Telecommunications regulatory authorities and policy makers have a profound influence on the pace of entering the mobile data-centric era.
Forward thinking regulators need to see how long the allocated spectrum resources will meet demand for surging data traffic. Prior to selling additional spectrum resources, they need to be able to appraise how much the state’s spectrum holdings are worth for different market players. In saturating markets operators often seek means of easing margin squeeze by slowing investments and limiting competitive pressures. Such means can range from lighter approaches like passive site sharing, then active network sharing, all the way to full consolidation by M&A. But underinvestment and over relaxed competition are both against consumers' interest, thus in certain situations regulatory authorities need to intervene.
We support telecom regulators in such and similar situations by helping them to think with the head of the local operators. In particular, we can use our bottom-up operator business modeling framework to forecast demand and project the impact of various scenarios (e.g. sharing, digital dividend, LTE spectrum, enforced opening for data MVNOs) on the financials of the individual market players.
